Nowadays system of British parliamentary government is not based on a written constitution, it’s the result of gradual evolution. British Parliament has two-chamber system. The House of Lords and the House of Commons sit separately but the process of legislation is the duty of both Houses.
The medieval kings were expected to meet all royal expenses of their own revenue. If Sovereign needed money he would seek to persuade his barons, in Great Council, to grant an aid. The Great Council came to include the tenants-in-chief and the commons. The two parts together got a name «Parliament». The first king summoned Parliament was Richard I.
This reform was called «gilded revolution» by British newspapers. So the 800 years of history of the House of Lords ended in 7 minutes when Michael Davies, the clerk of parliaments, announced the names of 75 hereditary peers.
